È passato in giunta regionale un emendamento alla legge di stabilità nella sessione di bilancio approvata il 23 dicembre, voluto dalla consigliera Fdl Chiara Colosimo, che consente alle 450 famiglie con figli o parenti disabili gravi o gravissimi di “assumere” direttamente gli infermieri per l’assistenza che spesso deve essere h24. Ovviando così a un problema che, da quasi un anno, dall’inizio della pandemia, sta pesando in modo irreparabile su famiglie stanno soffrendo e hanno sofferto in questi mesi più di altre, perché “sono i più fragili, quelli che in condizioni cosiddette normali già sono costrette a fronteggiare una realtà difficile”, come dice la consigliera. Sono disabili gravi e gravissimi, quelli appunto che hanno bisogno di assistenza h24 o comunque di assistenza continuativa: o meglio le loro famiglie, con padri, madri e parenti costretti a fare le notti da mesi, a praticare cure (come peg o tracheo) che richiedono preparazione medica o infermieristica, creando situazioni difficili, stressanti, insopportabili. Famiglie che durante la pandemia si sono trovate senza assistenza: molto infermieri che lavoravano a partita Iva per le cooperative per conto della regione Lazio, sono stati infatti assunti per far fronte al problema covid.Quelli che ci sono non riescono a far fronte ai turni. Oppure passano due ore in una famiglia e tre in un’altra. Alla graduatoria del Sant’Andrea, ultimo concorso pubblico per infermieri, è stato dato completamente fondo e si parla di 4.000 persone: anche perché chi lavora nell’assistenza tra una partita Iva e uno stipendio fisso nel pubblico, sceglie e ha scelto quest’ultimo. Lasciando scoperte ore e ore di assistenza che hanno costretto le famiglie a trascurare altri figli, se ci sono, o addirittura a lasciare il lavoro. E comunque a vivere una situazione al limite – o forse oltre il limite – del tollerabile. Con questo nuovo emendamento, che “ha trovato piena disponibilità nell’assessore Alessio D’Amato”, spiega Colosimo, queste famiglie adesso sono in grado di “assumere” direttamente gli infermieri che ora possono soltanto coprire dei turni lasciando scoperte tantissime ore. L’emendamento è specifico per i gravi e gravissimi che hanno bisogno di più di 8 otto ore di assistenza: per coprire tutti i turni c’è bisogno di un esercito di infermieri che però, appunto, non ci sono. Questo sistema permette alle famiglie di passare dall’assistenza diretta delle cooperative all’assistenza indiretta: si tratta infatti di un voucher, di un buono socio sanitario che il care giver (cioè la persona che nella famiglia ha la funzione di “tutore” del disabile) può utilizzare per assumere, in accordo con la Asl, l’infermiere, tra quelli – ormai pochi – che coprono le h24. Il buono socio-sanitario è rinnovabile di 12 mesi in 12 mesi: se tra 12 mesi l’emergenza coronavirus non dovesse essere finita si potrà rinnovare. La norma, in più, è a saldo zero per la Regione: i soldi vengono spostati dalla cooperativa alla famiglia, anche se la famiglia non prende soldi, ma percepisce il buono. “In questa pandemia chi sta pagando un prezzo altissimo sono i più fragili, che soffrono fin dalla nascita, cercando sempre un sorriso. Quel sorriso che negli ultimi mesi i genitori stentavano a donare loro: e che forse ora, grazie a questa norma, finalmente arriverà”.
